How to add SourceMod and MetaMod to a Team Fortress 2 server

Summary
SourceMod is a plugin commonly present in Steam games like Team Fortress 2 that adds many features to game servers, such as voting systems, minigames, or general server utilities. MetaMod is generally required for SourceMod to run properly, and as a result, they are almost always installed side by side. One key feature SourceMod added is adding an admin system, which is not present within vanilla Team Fortress 2.
