2. Below the Start and Stop controls, copy the IP and Port.
3. From the Left 4 Dead 2 Main Menu, choose Options. 
4. Select Keyboard/Mouse.
5. Change Allow Developer Console to Enabled.
6. From the Main Menu, hit the tilde ~ key to bring up the console.
