Thankfully, the resources are easy to come by, requiring only four gravel, four sand, and a dye of any color. The sand can be gathered along beaches or in desert biomes, while the gravel is most common in windswept gravelly hills biomes or beneath both shallow and deep bodies of water. Once they have been gathered with a shovel alongside a chosen dye, the recipe provides eight concrete powder.

Minecraft Concrete Powder Tower Screenshot Concrete powder can not be directly crafted into concrete. Instead, turning concrete powder into concrete requires it to first be placed out in the world. If converting very large amounts, we would recommend creating a 1x1 tower that extends up into the sky. Just make sure to have a water bucket and pickaxe in hand before doing so!

Minecraft Concrete and Concrete Powder Screenshot With the concrete powder laid out or stacked up high, the next step is getting a bucket of water that will soon be placed on the concrete powder. This is necessary because concrete powder will only turn into concrete if it comes into direct contact with a water source block, flowing water, or a waterlogged block. Rain and splash potions have no effect. Once the concrete powder has transformed, the water can be removed and the concrete mined with a pickaxe for storage or use. If the tower we recommended was made, placing the water directly on top and then picking it back up with the bucket will cause a wave of water to fall all the way down the tower, converting each concrete powder to concrete as it passes. From there, you need only mine down to gather it all.
